External Wall System (EWS1) Reports

An EWS1 is a report that follows an inspection which is designed to understand to what extent the external wall system (EWS) of a building is able to resist fire damage. The EWS1 form itself confirms that the EWS has been assessed for fire safety by a suitably qualified expert and is therefore an important tool in understanding the potential risk to life and property damage it currently poses.

Following the tragic events at Grenfell, the Government has increased its focus to ensure such events do not repeat themselves. There was concern that the Building Regulations weren’t clear enough and that building owners needed to review their EWS and assure their fire safety, and the potential risks to residents of external fire spread. The main concern was initially around buildings over 18m with Aluminium Composite Material (ACM) cladding, however revised government guidance in Jan 2020 confirmed that the need to assess and manage the risk of external fire spread applies to buildings of any height.

The mortgage and insurance industry have been quick to pick up on this and are now highly likely to require some form of report to confirm the building meets the relevant fire safety guidelines. The EWS1 is seen as the standard document that they will request to determine if there is an increased risk to life and/or if any remediation costs affect value.

It should be noted that a number of insurance companies, banks, finance and mortgage providers are still insisting on owners providing proof of fire safety in the form of an EWS1. Thousands of building owners and leaseholders are therefore currently unable to insure or sell their property as a result of not having an EWS1 in place.
